This PR updates the generation from running protoc directly to using owlbot.

Remove the need to run protoc directly and remove the dependency on grpcio-tools
Update .github/.OwlBot.yaml to copy generated protobuf stubs from googleapis-gen (Requires BUILD rule changes)
(Optional) Remove *.proto files as the source of truth is in googleapis/googleapis
(Optional) Add *.pyi files to provide type hint information to IDEs (Requires BUILD rule changes)
