const volatile syntax will compilation to .rodata by clang. and can't load into kernel on linux kernel 4.18 centos. similar https://patchwork.ozlabs.org/project/netdev/patch/20190409212018.32423-12-daniel@iogearbox.net/#2157062 and libbpf/libbpf#274. may be is a bug. and I'll try to check it.
