Add .teamcity to vendored folders #6332

Description

Teamcity has a mode to store project settings in the repo. This creates a folder in the repo root called .teamcity that can contain a lot of kotlin files that skews language reporting

Checklist:

  • I am adding new or changing current functionality
    • I have added or updated the tests for the new or changed functionality.

Typically .teamcity ci produces a lot of kotlin files that skews the
results of language detection. It should be ignored globally.
