Close Call

The Close Call mode is similar in functionality to the one on many Uniden scanners. It's actually a trademark from them so this should be changed :)
It allows to define a frequency range to scan (only 3MHz wide max supported for now), and a power threshold. If a signal appears above the power threshold for a sufficient amount of time, the signal's frequency is "locked" and shown in green.
