This PR also

  • Bumps the flutter SDK version to the latest flutter candidate
  • Modifies the behavior of the wasm flag passed to devtools_tool serve and devtools_tool build to match the behavior of the build_release.sh script used by the automatic DevTools builder. This will ensure we can test the release with the same behavior that it will be shipped with.
