To create a Google Smart home Action you have to login to Action on Google, you can login using your Google account.

Create a new Project

Create a new project on developer console, once logged use Add/import project button to create a new project. When prompted insert language and country with the desired values:

When asked select Home control from the list on Action types

continue with setup selecting Smart Home

Setup Action name

Once created follow Quick setup procedure in the center of page:

Give it a name following the quick setup procedure.
