I don't think it's GH filtering people hammering from the same IP:

I somehow doubt that @maxgrenderjones is sharing his IP with others trying to update.

I think GH is blocking us via some other heuristic. To fix this, perhaps we should just serve up the changelog ourselves rather than via GH? (e.g. have the CI for /develop and /experimental blat a copy of git log into a changelog.txt)

I am on a widely used office IP, but I doubt it has crazily many Riot users (but I live in hope). I would however expect that the IP has a lot of general github traffic associated with it

FTR, when this is happening, the browser's console usually tells you that GitHub forbid the request due to rate limiting on unauthenticated API calls (which have way lower threshold than the authenticated ones). I think serving the changelog ourselves would be a decent solution.
