Summary
Due to current limitations with the saved objects client, the agents table can only display the first 10,000 agents, and bulk actions can only be taken on the first 10,000 agents as well. This PR adjust the UI for when more than 10k agents are in view. We do expect this to be an edge case as users will often filter down to a much smaller subset of agents to take bulk actions on.
