[release/7.0-staging] Reset OOB packages from 7.0.7

Important: Merge on code-complete day for the July Release.

The PR that reset OOB packages for 7.0.6 was: #84600

The OOBs that need to be reset this month are:

• Microsoft.Extensions.Hosting.WindowsServices
• Microsoft.Windows.Compatibility
• System.ServiceProcess.ServiceController
• Microsoft.NETCore.Platforms

This PR should also include the packages that were enabled in 7.0.5, since they were not reset last month (PR got reverted): 751fa8b

• System.Text.Json
• Microsoft.Extensions.Logging.Abstractions
• System.Reflection.Metadata
• System.Management
• System.DirectoryServices.Protocols

If any of the packages from that list gets built again this month, revert the reset change from this PR for that package.

Packages that will be enabled in 7.0.8 and should be reset next month:

• Microsoft.NETCore.Platforms (3->4)
