@tommcdon It looks like the simple ApplyUpdate tests we have are failing for linux arm, musl arm and musl arm64. The if and not impl check here needs to be removed.

One test failure - System.Net.Http.Functional.Tests.Socks.SocksProxyTest_Http1_Sync.TestLoopbackAsync test failure which seems like an intermittent failure unrelated to this PR, so merging this PR.
