[api] Restore Lm search unittest to recover coverage rate

This PR follows #2637 and provides several examples to demonstrate the usage of the language model text generation.

Description

1. Restore the lm search unit tests
2. Add OnnxRuntime translator and unit testing code

The model conversion to torchscript and onnx
