I found this plugin that adds some nice methods no test and auto-diagnose notification problems that I'm sure you have found with custom android Roms like Xiaomi or Huawei.
It wasn't available on ionic-native so I've followed your steps to contribute an add its wrapper and documented it with all the information available on the plugin page https://www.npmjs.com/package/cordova-plugin-power-optimization
