This is mainly a bugfix release and oen new feature:

#4974 Add `Recommends=` knob in rpm-ostreed.conf

One notable bugfix comming from ostree-rs-ext ostreedev/ostree-rs-ext#648 fixes Processing deferred hardlinks.
