Question for @Janeece in the figma - will hold off on pointing until clarified

@junxini @bchu1 The design is not completed. The MVP are:

1. Show "Not Submitted" in overview tables
2. An empty state for the tabs (messaging shown is a suggestion— depends on feedback from team and scope/lift) see comment
3. Download Dialog — disable unavailable options and provide tooltip with info why.
4. TBD - Run metadata info panels content (not sure if we are keeping tomogram info in this panel)
