If we bump this, we'll also want to bump actix-web-actors to 4.1.0 in the same commit.

If it compiles wouldn't it be fine? Is there some runtime incompatibility?

Upon closer inspection, it looks like there are no code changes, just cargo.toml dependency changes. In retrospect, I probably should have just left 4.1.0 in #2049.
