[Bug]: No compile error found for integer literal assignment

Description

Consider following code.

2f|1 a = 2; // no compile error found

According to the Ballerina specification literal 2 should have type int. So compiler should throw a compile time error.
expected error: incompatible types: expected '2f|1', found 'int'
