Update creature templates to fit with a 1-60 level set up. Values gathered by comparing databases between AC and vMaNGOS. If any creatures are removed from the world, they should be removed from this list too. They also need to be changed for a 60-70 set up and reset for a 70-80 set up.

Fyi TBC reworked the level ranges of many zones to streamline the leveling experience and make it more linear If you include the level reworks of those zones, and not just guards/npcs : you would also have to change and fix the quest levels and rewards, as well as creatures loots... |

If this is something that shouldn't be added to the system, let me know and I'll scrap it.
Need to add creatures.sql that handles removing and/or adding of creatures to the world.
