automatically register torch ops in torchdynamo #265

registration happens in either of cases:

explicit import of _torch_specific
einops operation is used on torch tensor (this triggers instantiation of TorchBackend which imports _torch_specific)
usage of any torch layer


          automatically register torch ops in torchdynamo
