refactor(docs): clean up deploy of static files #18923

SUMMARY

#18920 fixed a bug that caused automated deployments of docs to fail. However, the clean way to do it was to just place the new files that needed to be in the root under static as described here: https://docusaurus.io/docs/static-assets This cleans this up so that the new static files aren't placed in the resources directory.
