Is this PR related to a JIRA ticket?

What changes were proposed in this PR?

  • This PR adds the following functions to the Spark and Flink APIs: ST_GeomFromGML, ST_GeomFromKML, ST_AsGML, ST_AsKML

How was this patch tested?

  • Ran mvn clean install locally
  • Execute some newly added functions via spark-shell and a Flink app
  • Ran mkdocs serve and checked the rendered documents

Did this PR include necessary documentation updates?

  • Yes, I am adding a new API. I am using the 1.3.0 in since vX.Y.Z format.
