What changes were proposed in this PR?

  • This PR adds a new condition to the GitHub Actions for ensuring the current code works with Python 3.10. In this PR, I added quotes to the version numbers in python.yml, since "python: 3.10" is interpreted as "python: 3.1" without quotes.

How was this patch tested?

  • Tested on my own GitHub repository.

Did this PR include necessary documentation updates?

  • No, this PR does not affect any public API so no need to change the docs.
