NIFI-13718 Switch Request Replication to Web Client Service API

Summary

NIFI-13718 Refactors Cluster Request Replication from the OkHttp library implementation to using the nifi-web-client-api and the associated implementation based on the Java HttpClient.

The change removes the dependency on OkHttp at the framework level and also aligns with the implementation of the Upload Request Replicator that already uses the nifi-web-client-api.
