改进arthas-vmtool 的编译支持，支持JDK 11，去掉多余的头文件等

• 之前编译 vmtool 强依赖 javah，但jdk 9之后没有这个命令行工具了，合并到了 javac -h
• 修改为利用 maven-compiler-plugin 编译生成头文件
• 之前的vmtool模块引入了大量 JDK 自带的头文件
