Add debug method to troubleshoot startup issues with SLURM
Refactor to make method more applicable across environments. This removes the hardcoded check for the UofU CHPC and replaces that with a parameter. Also now relies on setting the appropriate account and queue information via `.config/dask/dask.yaml`

Changes the helper methods to interact with Dask and adds a debug method to troubleshoot SLURM startup issues. This mainly removes hard coded settings to run on CHPC and makes it more general to also run at BSU 😄
