Clicking on tooltip buttons should make popups persistent to allow for highlighting and copying of text in them #1183

We want the standard itwêwina to have a behaviour similar to the refactored itwewina-frontend, so that when icon is clicked, the tooltip remains around for copying/highlighting etc.

It must also be ensured that the current behaviour on mobile (tap shows, tap hides) remains consistent.
