Replace subtensor.set_weights by subtensor.commit_weights and subtensor.reveal_weights

Add Validator's variables with initial values:

self.last_commit_weights_block = self.block - 1000
self.need_reveal = False

Basic Rules

  • Commit
  • Wait interval (1000) blocks to reveal
  • If reveal success, commit new weight
