Adds back weight multiplier keys, to prevent small clusters having multiple notables, or large clusters having multiple suffix notables
The rest of the multiplier keys dont zero it and so we dont currently use them,
this adds them back sparingly as to not exceed the constant limit for luajit file import, I have 2 fixes for that for future use, just need to discuss which is better
