This is part of some in progress work on the "api-vs-website-routing" branch of the api-umbrella-router project to allow for more easily defining how the public-facing website portions of the site get routed for different hosts.

This allows for serving of different website content depending on the domain. Related to the website routing changes as part of NREL/api-umbrella-router#6 and related to 18F/api.data.gov#146
