RTS_GMLC data loaded with load, generation, transmission and buses loaded.
I've not committed the ATB processing as of now. I'll put that up in a separate draft request. Please let me know if there are any revisions on this.
RTS_GMLC.db is the db file. In a separate pull request on the GridDB repo I'll put the schema.sql file for your review.
I needed admin access for creating a draft PR, so I was forced to create a PR.
