Extend section definitions to accommodate both OM4p25 and OM4p5 #90

There are a few passages originally defined by @StephenGriffies that should be adjusted in the diag_table for the 0.5º model. I think these passages need the most attention:

  • Bering Strait
  • Florida-Bahamas
  • Windward Passage
  • Gibraltar
  • (possibly the English Channel)

0p5_sections

@adcroft recommended that "making each section about 0.5deg longer should do the trick to allow the same diag_table in both models..."

See GitHub issue #90:
  - Extended sections by 0.5 on each side
  - Left Pacific Equatorial Undercurrent as -3 to 3
  - Did not adjust the Iceland-Faroe zig-zag
    (@StephenGriffies, can you adjust if needed?)
