Should this namelist really be empty? When I try an empty cires_ugwp_nml with the SCM, I get a runtime error:

At line 1575 of file /volumes/d1/grantf/code/gmtb-scm/ccpp/physics/physics/ugwp_driver_v0.F Fortran runtime error: Index '1' of dimension 3 of array 'zpu' above upper bound of 0

That is, it appears the default values for the cires_ugwp_nml lead to a runtime error.

This should not be zero. Let me fix this in #11. @climbfuji

Note that this PR cannot be merged by itself, it requires updates contained in #11. It will be merged automatically as part of #11.

* Enable outputting a grid (regional_latlon, rotated_latlon, or lambert_conformal) larger than the native computation grid for the regional or nested domain/tile.

* Enable writing out the output on the native computation grid directly without any interpolation for the regional or nested domain/tile.

* Also the missing value in physics bundle is changed from real(kind_phys) to real in io/FV3GFS_io.F90 as the file could be compiled in 32bit real or 64bit real.
