Update dtc/develop from master, apply Thompson no-aero bugfix 2020/04/09 #432

This PR contains:

  • update from master (stochastic physics bugfixes for coupled mode, IPD-CCPP b4b updates for coupled model = ufs-s2s-model)
  • yet another bugfix for Thompson non-aerosol-aware run (see (Yet another) bugfix for non-aerosol-aware Thompson microphysics #424
  • Update CMakeLists.txt: require CMake 3.0, remove legacy syntax for policy CMP0048
  • physics/ugwp_driver_v0.F: comment out unnecessary prints to stdout that pollute the model logs

Add a new method to calculate cloud fraction for Thompson MP. 
A few diagnostic variables are added for use by the cloud fraction schemes in CCPP, and the icloud==3 switch is repurposed from currently being unused to switch between the original progcld6 and the new progcld_thompson scheme in CCPP.
