This PR adds the ability to transfer from the SCEDC open data set on AWS S3 to AWS EC2 instances. The
AWSCore,AWSS3,CSVandDistributedmodules were add as dependencies. Thedownloadfunction was renamedscedctransferto avoid conflicts with Base. This functionality may be moved to a separate module in the future.
