Correct CO2 sampling in VoI analysis script #88

CO2 mode emissions are currently sampled the same way as the PM2.5 emissions by calculating and sample the ratios between the different modes. However, we are interested in total CO2 emissions and so the emissions given in the parameter input file should not be converted to ratios.
