A lot of issues connecting to ghcr.io, causing build failure on 13. For deps, only organize-tool failed:

Hard to give an estimate cause we need to wait for other CI-long-timeout [DEPRECATED] Use longer GitHub Actions CI timeout. builds to finish (currently go and rust). Hopefully in a few days. If you want to help, we need to figure out why the above test fails with 3.12.2 and fix it
