Is your feature request related to a problem? Please describe.
If cohort databases are found to be unreachable then they are added to the 'naughty' list and appear with a ProblemProvider entry saying they could not be reached.

There is currently no way to refresh this status or re-attempt to reach them again.

Check the timeout on this as well to see if it is not 5s or something.
