Yes, although the main motivation is a collection of issues (#1112, #1113, #1257, maybe others) related to serialization of SAWCore terms to the external format being somewhat broken. While there are still broader questions relating to how we should handle names when saving/loading terms, this change at least makes it possible to use URI-named terms in the same way as module-named terms.

Gotcha. In that case, it sounds like this is laying the groundwork for other improvements, and the change itself looks pretty straightforward.
