Upgrade delete-package-versions action to v4 #171

As seen on this workflow run, upgrading to version 4 of the delete-package-versions action caused the publish workflow fail.

We temporarily downgraded to version 3.0.1 to have the workflow pass. We either need to fix the workflow on our end or wait until a version is released that works.
