The auto-detection of whether CIME_MODEL is acme or cesm is broken in standalone checkouts of clm4_5_18_r273. This will generate errors like this when running create_newcase:

Did not find an alias or longname compset match for I2000Clm50Fates 

ERROR: No compset alias I2000Clm50Fates found and this does not appear to be a compset longname.

The workaround is to set CIME_MODEL in your environment before running create_newcase or anything else:

In bash: export CIME_MODEL=cesm

In csh/tcsh: setenv CIME_MODEL cesm

A fix will be coming soon.
