Service summary should only indicate services that are available and not available for a person #11

For example, some services (such as Adult Social Services) do not apply to children. The service summary should still return these, but indicate that they are not covered and include a reason why this would be the case, e.g.

  • Adult Social Service - data not available for those under 18
  • Police - YOS data not included
