The point of this PR is to bring multi-server support to the bot. The first and main step for this is to allow the owners of the servers to configure the way the bot works in their server. This should complete the 0.1 milestone.
Here's a list of all that has to be done:

Well this PR is done and marks the end of the v1 milestone. Look at the release for more information. Great job anyways. We've gotten over the 1K cloc lines of code and this PR added 1.5K changes.
