This adds a 'queued' mode, which delivers each message into a separate swingset block/cycle. This matches the way cosmic-swingset's "fake chain" mode works, so we can replicate a bug triggered only under that mode.

swingset block/cycle. This matches the way cosmic-swingset's "fake chain"
mode works, so we can replicate a bug triggered only under that mode.
We'll need this to exercise the bug found in #1400
