autoconf seems to automatically insert the ${prefix} variable reference
when emitting the pkg-config file. Make cmake rules conform to that
pattern.

This should be more consistent to pkg-config style than the fix proposed
in #568
(will also cherry pick this to the 2.4 release branch once approved)
