PR: Modernise Development Process #126

This PR modernises the repository development stack following colour-science updates.

Principal changes are:

Updates of pre-commit hooks to use most of the hooks recommended by https://learn.scientific-python.org/development/guides/repo-review/
Use isort
Pin macOs runners to 13 in GitHub Actions because the Sonoma runners require Python 3.12
Update the actions versions
