CPCSS meta content should only be there if the feature is enabled #6942

Is your feature request related to a problem? Please describe.
Displaying the CPCSS/LCA information in the meta box is confusing if:

The LCA feature is not active.
The RUCSS feature is already used.

Describe the solution you'd like
The whole CPCSS meta content should only be there if the feature is enabled.
