Make WH Transceiver GAS_LIMIT mutable

This value was originally made immutable as it shouldn't have to change very often.

However, this can have lots of friction during testing, especially if the GAS LIMIT is set incorrectly at first. Making this value mutable would be fine since the contracts already trust the admin to set GAS_LIMIT to a sensible value.
