The folks that maintain http://nginx.org/packages/ubuntu/ have not released binaries for trusty.
Therefore the module fails to run apt-get update
apt-get update
Trusty comes with nginx 1.4.6 so workaround is to do $manage_repo = false
$manage_repo = false

I actually believe this was one of the original reasons this flag was added (or you have custom packages in a local repo).
I'm not sure this is a bug, since all is working as we hoped. Just need to wait for the packages to be rolled upstream.
