Use this task to trace controller migration to kubebuilder as part of Velero modernization task.

Describe the solution you'd like
The child tasks are used to trace all controllers are supposed to migrate in Velero release v1.9

• convert pod volume backup - Convert Pod Volume Backup resource/controller to the Kubebuilder framework #3454
• convert pod volume restore - Convert Pod Volume Restore resource/controller to the Kubebuilder framework #4134
• convert backup sync controller - Convert backup sync resource/controller to the Kubebuilder framework #4135
  Opportunistic:
• convert delete backup request - Convert Delete Backup resource/controller to the Kubebuilder framework #4669
• convert restic repository - Convert Restic Repository resource/controller to the Kubebuilder framework #4670
• convert schedule - Convert Schedule resource/controller to the Kubebuilder framework #4671
