For clarity, do you mean for the redemption of a gift voucher to also include or exclude the shipping costs in the discount?

Yes, but my suggestion is to have an option to exclude the shipping cost, so that you always have to pay that and the voucher only discounts the product cost.

Much like you have a setting "beforeTax" we could have a setting "beforeShippingCosts".
