Create a common header file

The one math domain libraries will share a header file for exceptions, types and build logic.
Create a header file with the common elements for use by all libraries.

Acceptance Criteria:
Agree the components to be included in the header file
A header file exists in the common repository with these components that can be included by the one math domain projects
